When you are as big as China, and you start large SEEMINGLY NON-MILITARY ISLAND-BUILDING, small countries can't do anything.

If you simply stand idly on shore saying "All that, and into the horizon and beyond, for thousands of kilometers... they all belong to us" it is going to be immediately challenged by neighbors, who could stand on shores, ON THEIR SHORES, and making the same claims that have concentric and over-lapping circles over your claims...

But when you move slowly and methodically INTO THE DEEP SEAS, and deploy giant cranes, giant ships, giant drilling rigs and giant platforms... all the build super giant islands that airplanes could land, from previously ocean waters... then small countries that can not do that CAN'T really compete!

All they could do is just watch from afar, bitch to you or to the UN or other organizations and NOTHING CAN STOP YOU, CHINA, from slowly taking all of the most desire waters in what MAP-MAKERS CALLED SOUTH CHINA SEA.

Please, note: cartographers, or map makers, merely MAKE LABELS, such as the Indian Sea, Atlantic Ocean, Pacific Ocean, etc.,.... they did NOT mean those names and labels belong to countries or people whose waters happened to be named after!

But, anyway, as the Philippines, Vietnam, Indonesia, Malaysia, Brunei, etc. watch, helplessly, China is in the process of building giant islands; and on those islands, there will be airports. Once the airports are built, then hundreds of square miles around those artificially built islands are, then, waters of China!

Purty smart, eh?

But, again, there's really no way for poor and small countries as those noted here to compete with or against China, since these projects take MULTI-BILLIONS OF DOLLARS and YEARS to build...requiring engineering firms, heavy equipments, and corporate as well as government assets that small countries just don't have or have in available quality and quantity to compete...

China already COURT one MAJOR PLAYER in the ASEAN ORGANIZATION such as THAILAND. China has been doing a multipronged approach, with one of the most obvious being loans, grants, and roads and rail ways to poor countries like Burma, Thailand, and Lao People's Democratic Republic (of Laos).

Another obvious one is the "foreign policy" approach in which China tells everyone, but especially bigger players from further away: Little countries need to and must deal with giant China on a one-on-one basis, "as equal partners."

No collective bargaining, China insist. Don't use ASEAN or any other such member-club approach. Since China has no need to use club-approach, you, too, shouldn't do it, China says.

Cambodia says ASEAN should stay out of South China Sea fracas

China claims 90 percent of the strategic waters and has long said ASEAN is not a party to the dispute and rows should be addressed bilaterally. Vietnam, Philippines, Brunei and Malaysia have competing claims.

The holding of the meeting was Cambodia's most overt move on the issue since a bitter row over the wording of a paragraph on maritime tensions in a draft communique at a summit in 2012.

Cambodia, which held the rotating ASEAN chairmanship at the time, was accused of driving a wedge through the 10-member bloc when its refusal to be drawn on China's actions in the South China Sea resulted in the customary end-of-summit communique not being issued for the first time since the grouping's inception in 1967.

China provides substantial economic and military support to Cambodia, its closest ally in Southeast Asia, but denies influencing its actions within ASEAN. Some commentators say China has the power to use Cambodia as a veto in the consensus-led grouping.
