When you are as big as China, and you start large SEEMINGLY NON-MILITARY ISLAND-BUILDING, small countries can't do anything.
If you simply stand idly on shore saying "All that, and into the horizon and beyond, for thousands of kilometers... they all belong to us" it is going to be immediately challenged by neighbors, who could stand on shores, ON THEIR SHORES, and making the same claims that have concentric and over-lapping circles over your claims...
But when you move slowly and methodically INTO THE DEEP SEAS, and deploy giant cranes, giant ships, giant drilling rigs and giant platforms... all the build super giant islands that airplanes could land, from previously ocean waters... then small countries that can not do that CAN'T really compete!
All they could do is just watch from afar, bitch to you or to the UN or other organizations and NOTHING CAN STOP YOU, CHINA, from slowly taking all of the most desire waters in what MAP-MAKERS CALLED SOUTH CHINA SEA.
Please, note: cartographers, or map makers, merely MAKE LABELS, such as the Indian Sea, Atlantic Ocean, Pacific Ocean, etc.,.... they did NOT mean those names and labels belong to countries or people whose waters happened to be named after!
But, anyway, as the Philippines, Vietnam, Indonesia, Malaysia, Brunei, etc. watch, helplessly, China is in the process of building giant islands; and on those islands, there will be airports. Once the airports are built, then hundreds of square miles around those artificially built islands are, then, waters of China!
Purty smart, eh?
But, again, there's really no way for poor and small countries as those noted here to compete with or against China, since these projects take MULTI-BILLIONS OF DOLLARS and YEARS to build...requiring engineering firms, heavy equipments, and corporate as well as government assets that small countries just don't have or have in available quality and quantity to compete...
