Former Party Central Committee Member and Deputy Minister of Foreign
Affairs, Mr Khamphay Boupha, passed away at 1pm on January 2, at the
age of 92.
The Executive Committee of the Lao People's Revolutionary Party,
National Assembly and government released a notice regarding Mr
Khamphay's death on Friday.
To commemorate the good deeds of Mr Khamphay, who devoted himself to
the national revolution, a four-day period of mourning has been
declared from January 3-6.
An official funeral ceremony will be held on January 6 at Thepnimith
temple at 2pm. Mr Khamphay's body is now lying at rest in the hall of
the Prime Minister's Office.
Mr Khamphay was born on January 5, 1917, in Lamaed village, Luang
Prabang district, Luang Prabang province. The son of Mr Chansouk and
Mrs Khamphiew, he married Ms Khamphaeng Boupha with whom he had five
children.
Mr Khamphay joined the revolutionary movement in August, 1945, and
became a Party member on February 9, 1956. In the middle of 1956 he
was appointed President of the provincial administration of Phongsaly.
From 1956 to 1960 he was Director of the Issara newspaper and
parliament member for Vientiane . From 1960 to 1973 he was responsible
for the Issara radio station in the Nameo border area and served as an
advisor to the Souvannaphoumma government. During the same period he
was Charge d'Affaires to Vietnam in Hanoi where he was also Ambassador
of the Lao coalition government.
In 1974 and 1975 Mr Khamphay was Minister of Economy for the coalition
government. Between 1975 and 1985 he served as Deputy Minister of
Foreign Affairs and served as a member of the Party Central Committee
and advisor to the Ministry of Foreign Affairs since 1982. He retired
in 1993 at the age of 76.
The Party Central Committee Secretariat has established a funeral
organising committee, with Deputy Prime Minister and Minister of
Foreign Affairs Dr Thongloun Sisoulith as president and Minister of
Labour and Social Welfare Mrs Onchan Thammavong as vice president.
