Is there a new deportation agreement between Laos and the U.S.?

My wifes brother is currently in INS detention awaiting deportation to
Laos.I did not think Laos was accepting deportees from the United
States,but the INS officials have informed him that they have a new
agreement with Laos,they will pay 15,000$ to the Lao Government for
them to accept him.
Does anyone have any information about this agreement? If you
do,then would they imprison him once he was in Laos,or just turn him
loose in the general population,penniless,to fend for himself?

LIsom,
I don't know why your brother in law would be held by the INS unless If he
didn't want to return to Laos after his visa expired, in that case you don't
need to read any agreement, that would be a violation of US law regardless
of the agreement between the two countries.

Can you tell what type of visa does he got from US immigration?

Maybe he is just a resident and comitted a crime.

LIsom,
I tried to look for any information but there seems not to be any regarding
the new agreement. As the U.S seeking closer relationship with Laos PDR,
I am not surprise if this is true.

Sometimes last year, Laos signed a repatriation agreement enticed by
further economic loan from the United States. Since then, more than
10 Lao citizens have been sent back, while others await processing by
U.S. immigration officials.

If the guy is accepted by Lao pdr, then, don't worry.
He will be free on the streets in Viengchan like a bird.

I know one guy from my old village in Laos, he got addicted
to drugs in the US., and was deported to Laos.
Now he has his own world(crazy)in Laos.

Last time I saw him was the summer of 2000.

Don't worry! Be happy! Lao pdr takes vietcongs and everything else, too.

I would think like Dougi too, there is no need to worry about him being sent
back to Laos; if he got
sent back, then that will be a lucky sign. You can never deal with US law,
there are
more strict than Lao's law, however Lao's law has its own goofy too.

If you welling to pay a lawyer surely you brother in-law will get to
stay....think about there's no way INS going to send all the criminal
back to their own country. If only sent lao immigrants...you can sue
them for mistreat. Remember not only lao people living in this country
and doing bad things and not every body are citizens....

Well,he's free (at least for now) he didn't have a lawyer,but
represented himself.I ended up testifying that I could help get him
alcohol and drug treatment.Our Church,who sponsored his family as
refugees,sent a letter of support,stating that they would also help
him.The Judge and the Government Prosecuter said that these two things
are what kept him from being deported to Laos.They said if nobody had
shown up in his support,they would have deported him.
They also said that if he comes before immigration court again,it
will be the last time.
They are deporting to Laos,but I still don't know the
details other than that the US is paying 15,000$ to Laos for each
deportee.
